13 new positions coming to the Traverse City payroll, including 6 for EMS transport at fire department

TRAVERSE CITY — In a 6-1 decision, the Traverse City, City Commission voted to add 13 new full-time positions to the city workforce. Commissioner Tim Werner was the lone no vote, saying more discussion outside of hiring the firefighters, was needed. Six of the new positions will be firefighters to support the fire department being the lone EMS provider within city limits. City voters approved a millage for the firefighters in November 2023.

Here are the new jobs to be included in the 2025-2026 fiscal year budget as written in the executive summary from Kristine Bosley, Human Resources Director:

  • System Administrator – GIS/IT Department Supports the City’s new Information Technology Department by maintaining network infrastructure, enhancing cybersecurity, and improving citywide digital service delivery. This position addresses a growing need for dedicated technical support as the city modernizes its operations.
  • Forestry/Parks Maintenance Worker – Parks & Recreation Department Originally approved in the 2023/2024 budget but deferred, this position supports proactive tree maintenance, parkland care, and implementation of the City’s Tree Management Plan. It also helps maintain the City’s Tree City USA designation by ensuring sustainable urban forestry practices.
  • Water Treatment Plant Operator (Seasonal to Full-Time) – Department of Municipal Utilities This conversion ensures year-round staffing to meet EGLE requirements for certified operator coverage. The role supports operational reliability, enhances water safety, and maintains compliance with evolving regulatory expectations.
  • Marina Dockmaster (Seasonal to Full-Time) – Department of Public Services Provides consistent oversight of year-round marina operations, vendor coordination, grant pursuit, and off-season maintenance. A full-time role strengthens service delivery and supports long-term infrastructure planning.
  • Stormwater Equipment Operator – Department of Public Services Improves capacity for inspection, maintenance, and regulatory compliance across growing stormwater infrastructure. This position supports environmental stewardship, flood prevention, and year-round operations, including winter sidewalk maintenance.
  • Detective Sergeant – Police Department Adds supervisory support to manage the increased complexity of investigations, streamline evidence handling, and enhance oversight of the Detective Bureau. This role ensures efficient case processing and consistency in investigative practices.
  • Project Coordinator – Engineering Department Supports project management for MS4 compliance, MDOT closeouts, and infrastructure coordination across multiple departments. This position improves service delivery and ensures regulatory adherence.
  • Firefighters for EMS Transport (6 Positions) – Fire Department These positions enable the Fire Department to begin providing Primary EMS Transport services. The additions align with recommendations from the 2020 TriData Study and the EMS Ad Hoc Committee, supporting community expectations and readiness. These roles will ensure full implementation of the EMS initiative.
