TRAVERSE CITY — The City of Traverse City has unveiled its 2024 annual report, “The Performance,” detailing the city’s work on infrastructure upgrades, water system improvements and housing support alongside sustainability and mobility enhancements.
“This year’s annual report highlights the meaningful work and collaboration that drive the City forward,” City Manager Liz Vogel said. “From major infrastructure upgrades to innovative environmental initiatives, we continue to make meaningful investments in our City and its people. Our commitment to critical infrastructure, sustainability, urban planning, and community support reflects our shared vision for a thriving and resilient Traverse City. We are grateful to our residents, businesses, and city staff for their dedication and partnership in making these achievements possible.”
Key Investments & Initiatives include:
- Infrastructure & water system improvements: Over $9.2 million was invested in water, wastewater and sewer infrastructure ensuring long-term reliability and sustainability.
- Road & pavement upgrades: More than $5 million was allocated for pavement preservation and roadway reconstruction, with highlights including Veterans Drive and intersection reconstructions along Eighth Street.

- Housing & homelessness support: A commitment of $730,000 toward housing initiatives and $360,000 for permanent supportive housing at East Bay Flats, reinforcing efforts to assist our most vulnerable residents.
- Sustainability actions: The completion of the new Senior Center, which meets the City’s Electrification Policy and operates entirely without natural gas, marks a major step forward in environmentally friendly infrastructure. Additionally, the introduction of a state-of-the-art in-vessel composting unit demonstrates the City’s commitment to innovative waste management and sustainability.
- Mobility & trail enhancements: Improvements to connectivity including trail upgrades along the Bayfront to enhance pedestrian and cyclist accessibility. Additionally, the adoption of the Mobility Action Plan supports long-term strategies for safer, more efficient transportation networks.
- Recreational improvements: Investments in parks and trails have enhanced outdoor spaces, including the installation of a new array of park signage across the City’s 30+ parks to improve accessibility and visitor experience.
- Governance & urban planning: The adoption of a new Master Plan reflects the City’s commitment to thoughtful development and smart growth initiatives.
- Other funding: The City was awarded $5.2 million in grant funding for projects and initiatives.
Looking ahead, investments in infrastructure, public safety, housing, recreation and parking improvements remain a top priority. Major projects, such as wastewater treatment upgrades, expanded emergency transport services, and park enhancements are planned. Improvements at West End Beach in 2025 include enhancing ADA beach access, new restroom facilities, and sustainable landscaping.

“In 2024, Traverse City achieved significant milestones that reflect our commitment to progress, sustainability, and community well-being,” Traverse City Mayor Amy Shamroe said. “The completion of the new senior center, our investment in green initiatives like in-vessel composting and infrastructure projects such as the Veterans Drive improvements demonstrate our dedication to a vibrant and accessible City.
“Additionally, the adoption of the Master Plan will guide the framework for future planning,” she said. “As we look ahead, we remain focused on strengthening essential services, fostering inclusivity and ensuring a sustainable future for all who call Traverse City home.”
The city continues to explore funding options for park and recreation improvements, with public engagement shaping future plans for a ballot proposal on the November 2025 election. The planned expansion of the Brown Bridge Quiet Area is still underway, while strategic planning efforts, including the 2035 Strategic Action Plan, will guide sustainable growth.
