Clare County Sheriff uncovers narcotics operation after traffic stop flee, leading to arrests of three

CLARE — At 9:38 p.m. on Thursday, March 6, a deputy with the Clare County Sheriff’s Office was on patrol in the village of Farwell, within the township of Surrey.

The deputy observed a silver in color 2010 Lincoln Navigator traveling southbound on N. Corning Street near Michigan Street.

The driver of the Lincoln had failed to turn on the vehicle’s headlights. The deputy attempted to turn around behind the vehicle, in order to conduct a traffic stop, however, the driver sped up, drove over a curb at a residence and began driving through yards in an attempt to flee from the deputy.

The deputy pursued the Lincoln through the Village of Farwell, before the driver exited the vehicle and ran into a residence. A short time later, the driver who was identified as 57-year-old Michael Lee Curtiss from Farwell exited the residence and was taken into custody.

Michael Curtiss was charged with one count each of: police officer fleeing third degree, operating while license suspended, and operating a motor vehicle without security. He was also arrested on two failure to appear warrants he had out of Clare County. Curtiss was arraigned in the 80th District Court of Clare County and bond was set at $40,000/10% for both the new charges and the warrants. He remains in custody at the Clare County Jail.

While investigating the initial pursuit, deputies obtained information related to the sales of narcotics from a residence also located in Surrey Township. Based on this information, Deputies were able to obtain a search warrant for a residence located at 3210 W. Huckleberry Trail.

While executing this warrant, deputies made contact with one of the homeowners— 41-year-old Todd Douglas Higgins, as well as his girlfriend, 46-year-old Beaverton resident Brandy Lynn Woodman. During the search of this residence, deputies located several containers which contained ethamphetamine, as well as a scale and material used to package narcotics.

Todd Higgins was arrested and charged with one count each of controlled substance- delivery/manufacture of methamphetamine, controlled substance-possession of methamphetamine, controlled substance-maintaining a drug house. Higgins was charged as a habitual offender-third offense notice. He was arraigned in the 80th District Court of Clare County and his bond was set at $40,000 Cash or Surety. He remains lodged in the Clare County Jail.

Brandy Woodman was arrested and charged with one count of controlled substance-possession of methamphetamine. Woodman was arraigned in the 80th District Court of Clare County. Woodman’s bond was set at $7,000/10%, which she was able to post.
